PDP completed Phase I of the public sector program in the Planning Institute of Jamaica (PIOJ) and the Works Division - Ministry of Transport and Works (WD-MTW), focusing on design of reform strategies, institutional renovation, mandate transformation and performance-oriented management of the two agencies. The PDP team provided organisational analysis, developed a modernisation strategy and prepared modernisation and transformation plans. The modernisation plan identified the best possible strategic positioning for the PIOJ and WD-MTW, consistent with the aims and objectives of the Government of Jamaica (GOJ) and the Public Sector Modernisation Program (PSMP), to introduce greater efficiency and cost savings and the PIOJ’s need for global positioning to influence the path and scope of national growth. As an adjunct to the Modernisation Plan, PDP prepared a Medium Term Financing Plan (MTFP) and framework document setting out the revenue and cost implications of the PSMP in the PIOJ over a three year period and assisted stakeholders to understand what the PSMP would mean for the future of the PIOJ.

The team undertook major restructuring of the PIOJ aimed at integration of strategic PEM processes between the PIOJ and Ministry of Finance in the area of strategic priority setting and resource allocation within a medium term expenditure framework. For WD-MTW, PDP’s work focused on its conversion into an Executive Agency through re-engineering/improvement of its strategic business, organisational and information systems.
