Civil Service & Administration Reform

PDP assists government and international agencies to design and implement whole of government reform or selected component reform as the assignment requires. We help build the capacity of government machinery to strengthen and modernise civil service and public administration practices and make them more efficient and transparent.

We build capacity in:
  • design of civil service reform strategy, policy and sequencing including the required change management approach at a machinery of government or organisation level
  • institutional and functional reviews
  • performance improvement of central civil service administration agencies
  • establishment and pay policy including modelling of rewards/incentives structures, classifications and band systems, compression ratios and private sector comparators
  • analysis of parallel rewards structures and fiscal impacts
  • merit-based recruitment and promotion
  • design and implementation of HRMIS
  • improvement in the legal and regulatory framework
  • transparency, incentives and ethics and budget impacts
  • budget implications for functional and economic composition of expenditure at central and provincial government levels and lower levels of government
  • linking policies for reform of civil service structures to a shift to performance-based management, as well as the implications for levels of discretionary authority and decentralisation of control.
